Canada has its own dumping site. If you want to dump your garbage in terms of tons? There's an appropriate dumping site and you have to pay for it. Find out where those container vans came from. Who made those container vans. 
 Maybe that's the problem. Maybe the container vans are made in Canada but the garbage? Maybe the garbage are not from Canada. I think you should investigate on that case further and find the real truth to that matter. Let the CIA and FBI do the investigation. Canada should have its own Canadian Investigative Agency that will do the process of  investigation. FBI from the US and the CIA for Canada. The dumpsite for garbage in Canada is huge why the need to send those garbage in Philippines? Better go there in Philippines and find out their garbage and how they dump their garbage. That's the only solution for this kind of anomaly. Canadians pay for the collection of garbage and for every dumping of garbage whether they are small and large are paid by taxpayers. All recycled items are paid and when these recycled materials are disposed every Canadian pays for it. Garbage are disposed and taxpayers pay for every bits and pieces for its collection. Imagine, they are already garbage and we pay for every garbage being collected by garbage collectors? Where in the world that happened and why? Only in Canada!
