PRINCIPLE OF PARLIAMENT

Important Principles of the Parliament:

1. Power of the system is unified. The Legislative, Executive and Judicial branches of government all operate within the Parliament.

2. Parliament is all powerful. The Cabinet within shapes policies. It makes laws all knowing it is the highest court. No higher authority to declare a law unconstitutional.

In 1889 Representatives of Parliament in 9 Countries met in Paris. The result of the meeting is better known as INTER PARLIAMENTARY UNION. They have one AIM: To unite and promote PEACE & HARMONY.

Four Countries who adopted Parliamentary form of government: Diet of Japan, India, Riksdag of Sweden, USSR (Union of Soviet Socialist republic -Russia).

Philippines tried Parliamentary form of government during Pres. Ferdinand E. Marcos regime , under Martial Law. It was a successful transition for if not the country would be underdeveloped until now. That's the essence and relevance of having a strong leader with an iron fist. That's how great leaders shaped and formed a strong nation united for progress.

While the United States remained member of Inter-Parliamentary Union or better known as IPU meets at the HQ of Geneva, Switzerland.

PARLIAMENTS - Legislative Bodies

IMPORTANT FACTS ABOUT PARLIAMENTS

1. Patterned on British Government

2. UNWRITTEN customs and traditions essential part of the British Constitution

3. Difficult to understand because it is UNWRITTEN unlike US GOVERNMENT SYSTEM

4. PARLIAMENT is originally meant a TALK by which the KING discussed business with his advisers

5. In the Middle Ages several European countries have parliaments

6. First Modern Legislatures under King Edwards in 1295 in England

7. Because of several historical accidents the parliament developed and improved to become the strong one

8. Privy Council -advisers in England. When meeting gets complex more meetings are held and followed with important councilors (Cabinet)

9. Role of the CABINET became important and it becomes UNWRITTEN

10. Members of the Cabinet should sit in the Parliament

11. Modern parliament started in Britain in the 8th Century

12. German born King George I ruled Britain in 1714 to 1727 stopped attending the Cabinet meeting because he cannot understand English. (In our time some Cabinet members cannot understand French they stopped attending meetings)

13. Cabinet took over all the work and many of the powers of the King

14. Cabinet reported decisions to the King as a group rather than as individuals.

15. All Cabinet members had to agree on the decisions known as Cabinet Solidarity. Better known as LA SOLIDARIDAD

16. Any Cabinet members who disagree with the decision is expected to resign

17. House of Commons and House of Lords cannot come up with the decision because of bitter power struggles

18. House of Commons often showed its strength through the POWER OF THE PURSE

19. In the House of Commons refusing to approve new taxes could force rulers to change their policies or their councilors

20. Today- means the Cabinet must have the support of MAJORITY of THE HOUSE OF COMMONS, otherwise it gets NO MONEY and NONE OF ITS POLICIES WILL BE APPROVED!

21. House of Commons has became more powerful and the House of Lords has become less powerful in conducting the business of Parliaments


IF the House of Commons become powerful and the House of Lords become less powerful the only solution is to >> change the form of government. Abolish the parliament and have a "Presidential Election." That's what you call ABSOLUTE CHANGE!

Other option? ONE has to resign and change the LEADER. A great leader has the power and sense of PURPOSE, DIRECTION and most of all has the STRENGTH to CONTINUE his work as a LEADER. Distrust in his power to command leaves everyone in his party unable to move and not to follow the rules.

When Parliamentary Meetings and Policies are UNWRITTEN there's possibility of Graft and Corruption and the whole population are left with bewilderment and no choice but to keep on asking the key questions of WHO, WHAT, WHERE, WHEN, WHY, and HOW. How you can proceed when the BUDGET is not there.

22. How parliament works? Parliament has 3 parts:
1. Chief of Staff - King or Queen
2. Upper Chamber - House of Lords
3. Lower Chamber- Judges and clerks

UPPER CHAMBER - Inherits the seats of the Lord or Nobles. It is also called the Senate and House of Commons.

LOWER HOUSE - passes the Law. Approved the Laws to make them official

UPPER HOUSE - examines and approved Power of the Cabinet .

CABINET is the most important part of the Parliament. But the CABINET must have the support of the Majority of the House of Commons.

At present time in Canada, the Cabinet doesn't have the support of the Majority in the Parliament because of this the government is in "recession."

They can all have their RECESS if they want to but make sure they pay their DUES.* 'Ya know what I mean.

Parliamentary Procedure

What is Parliamentary Procedure? Do you know? Have you been in a country that adopted the parliamentary form of government?

PARLIAMENTARY PROCEDURE
is a method by which meeting is held or run in a fair and orderly manner. The rules implemented and used by : Government officers and members, town officials, professionals and businessmen. Church organizations, Student council, Social group and other governing bodies who in one way or another seek an orderly form of organization.

There's a book titled ROBERT's RULE of ORDER - Book about Parliamentary Procedure that was published in the Year 1876. This Book is used by most organization in the United States.

Meetings are presided or lead by leaders. There is a temporary secretary that records all the minutes of the meeting. The bylaws state the purpose and principles as they are carried out for actions. The meeting also include the position, preposition, amount of dues being paid by the members of the organization. Each member should pay the dues. Duties and functions of each officers should be known to all members.

WORDS YOU'VE GOT TO BE FAMILIAR WITH IN THE PROCEDURE:

QUORUM - majority of the total membership, roll call of members

WOODEN HAMMER - also called as GAVEL used to rap to keep the members quiet

MINUTES and AGENDA - Itemized list of topic to be discussed, suggestions, opinion, summary, question and answer portion, report and result of the meeting

TABLED - Unfinished business given an attention. If action can be postponed the matter may be TABLED (set aside) to be considered in the next meeting

RECOGNIZED -permission to speak.

SPEAKER has the FLOOR one subject at a time. Speaker can be cut off when the Speaker is out of topic.

MOTIONS- plan or suggestion approve or not

CHAIR - Presiding Officer

After all action has been taken and matters due for further consideration have been taken or otherwise disposed > THE BUSINESS ENDS.

SPECIAL COMMITTEE or AD HOC COMMITTEE are formed for a particular job.

The SPECIAL COMMITTEE are formed for a PARTICULAR JOB. What are those JOB?

1. Exhibit Plan like a Party, Picnic, BBQ, Fundraising

2. Draft a NEW CONSTITUTION set by laws

SPECIAL COMMITTEE BREAK UP WHEN JOB IS DONE. Then the CHAIRMAN IS CHOSEN.


Here's the catch: In all the procedures of the Parliament GG or Governor General is not mention in the BOOK OF KNOWLEDGE. NEVER mentioned in any Parliamentary procedure. But since we are in the 21st Century the matters of the Parliament becomes a MODERN PARLIAMENT. Why is it?

The answer would be because the Party in power (Acquired more votes from people but not in the Parliament) in that country has the MINORITY and therefore needs a GOVERNOR GENERAL to tackle the PROBLEM. Sounds confusing isn't it? Twist and turn in the NEW MODERN POLITICS.

However, since the CABINET members had to cooperate the ruler usually chose persons who shared the same political ideas. Under PM Paul Martin in his time, he had chosen Gov. General Adrienne Clarkson. Then GG Michaelle Jeane after PM Martin left office and she's still the Governor General up to this time under PM Stephen Harper. Who is GG Michaelle Jeane? According to one famous Mr. Black only former Mr. Martin knows but probably all of us knew that she was from Haiti. GG Michaelle Jeane is the embodiment of Mrs. Clarkson and Princess Di. A combination.

Old parliamentary system is based from the British Parliamentary Practice. The British inherited it from the Egyptian form of government. While the Roman Catholic is based also from the Egyptian Religious faith. Then another old book I read long time ago it's based from the Babylonian Religion. Thus, no matter what the system of government it also reflects the religious faith of the country. That's what it is...plain and simple!
